Black powder that has been classed in accordance with the requirements of § 173.56 of this subchapter may be reclassed and offered for domestic transportation as a Division 4.1 material if it is offered for transportation and transported in accordance with the limitations and packaging requirements of § 173.170 of this subchapter.
