Definition

A material that may, generally by yielding oxygen, cause or enhance the combustion of other materials.

Primary hazards

Accelerates burning when involved in a fire
Some may react explosively with hydrocarbons (fuels)
May ignite combustibles (wood, paper, oil, clothing, etc.)
Containers may explode when heated

Public safety response

Isolate spill or leak area for at least 25 m (75 ft). Keep separate from combustibles, fuels, and reducing agents. Use flooding quantities of water to fight fire.

Common materials in this class

Ammonium nitrate (fertilizer grade and technical), calcium hypochlorite (pool chlorine), sodium chlorate, potassium permanganate, hydrogen peroxide solutions.

Ammonium nitrate–fuel oil mixtures are Class 1 (explosive), not 5.1. Solid oxidizers packed with organic matter can undergo self-heating; SADT limits may apply.
