Decision order

US-origin → not an "imported article" under §134.1 → marking not required.
USMCA / textile → escalate; §134.43 and USMCA rules override the general test.
J-list article (§134.33) → article exempt; mark the outermost container instead.
Substantial transformation in US → confirm resulting origin with a broker or CBP ruling.
Sold in the imported container AND ultimate purchaser sees it → container marking (§134.22) suffices.
Otherwise — each article must be marked: legible, permanent, conspicuous (§134.11).
